Ar-Ra‘d 13:3

The verses

13:3
And He it is Who spread out the earth and placed therein firm hills and flowing streams, and of all fruits He placed therein two spouses (male and female). He covereth the night with the day. Lo! herein verily are portents for people who take thought. — Marmaduke Pickthall
15:19
And the earth have We spread out, and placed therein firm hills, and caused each seemly thing to grow therein. — Marmaduke Pickthall
16:15
And He hath cast into the earth firm hills that it quake not with you, and streams and roads that ye may find a way. — Marmaduke Pickthall

The issue

Islamic commentaries explain rawāsī to mean “steadfast or firm.” Al-Qurţubī explains that the earth is anchored by the mountains and thus made steady.

Islamic commentator Ibn Kathīr presents a theory adopted by the commentators concerning the creation of the world:

He [Allah] created the earth on a whale. The whale is what is meant by the nūn that is mentioned by Allah in the Qur’ān in “n and the pen.” [See Q 68.1.] The whale is in the water and the water is on the back of a šafat [a massive firm stone]. The šafat is on the back of an angel and the angel is on a rock that is in the wind. This rock is the one mentioned to Luqman [see Q 31] as neither in heaven nor on earth. The whale moved, and he flurried, which made the earth quake. The mountains were anchored on it [earth] so it stabilized [emphasis added]; hence, the mountains boast over the earth.

Therefore, based on the verse and its interpretation by Islamic scholars, the mountains make the earth steady; without them the earth would upset and shake the people. It appears that this idea about the earth was the common notion in the time of Muhammad, as it is mentioned by early Arabian poet Umayīa Ibn Abī al-Šalt (c. d. AD 623-631) in these lines: “God of the worlds and every land / and lord of the rasiyāti (“anchored”) of the mountains….”

Therefore, this verse is based on a notion of a world anchored steadfastly by mountains, a common belief in the time of Muhammad and his social milieu. Such a mind-set suggests that the source for the Qur’ān did not come from heaven but from man; if divine, the statements the Qur’ān makes would be in accordance with real facts and not with the common knowledge of Muhammad’s time and environment.
